Actually the devil fruit is a fish fish fruit and a person can only turns into dragon after awakening the fruit , as it's based on the magikarp and garados story only reason why momonosuke turned into a dragon was because he ate a fake devil fruit by Vegapunk which doesn't need to be awakened for dragon transformation.

last time i checked, Kaido didn't awakened his fruit. In order to awaken you must know what ur devil fruit's personality is trying to portray and you must be at a brink of death, this happened to Luffy and Rob Lucci. once you awakened a zoan fruit, Everytime you transform into hybrid or full form the fruit's personality will change ur personality just like luffy when he transformed into Sun god except for Lucci who kept his personality even with awakened zoan wich is typically rare. Kaido couldn't awaken his fruit since he is so durable that it is mostly impossible for him to die, the reason why jumped from sky piea might also be because he want to be in brink of death wich unsurprisingly didn't work, kaido perfectly portrayed his zoan fruit's personality but he just can't die.. and also awakening a zoan devil fruit is basically a gamble it's either you die completely or you'll successfully awaken the devil fruit.
It would've been great if we get to see Kaido in his hybrid form and have these yellowish-fire or might be even purple-ish thunder clouds floating around him, that would be absolutely nuts.
