If you use QML and Qt for developing you can use heavy animation and all the goodness of development and even special access with native languages inside it like java or swift.

If you're a beginner, you should go with React, just because you can do web dev, and it's everywhere. You can learn flutter really fast once you are more advanced.

You don't need to be connected to the internet to use the app. It will work offline.
