The reason is that someone who isn't from the island can never fully understand the specific issues and concerns of the area unless they were born and raised there. For instance, I know of a place where there was a hole near a mountain. Over the last five years, it was filled in with soil, and recently, multimillion-dollar houses were built on it. Good luck to those expats buying those beautiful houses. The day we have heavy rainfall, that place will likely experience a landslide, and there have already been cases of soil sliding near that area. My recommendation is to deal with someone local and get a good lawyer.
