If you get some automotive HID ballasts you get a tagteam of cathode glow and a shedload of arcing. I unintentionally did something similar with a G12 ceramic metal halide because it exploded and then arced over the arc tube supports due to the high pulse voltage (automotive HID ballasts have a 30kV pulse)

When the lamp isn't on, the easiest path is through the starter. As soon as the starter starts the lamp, the easier path is through the lamp.
This PL bulb has 2 heater filaments same as linear tube fluoro
The bulb that does work seems to have a loose cathode in the left side
At 1:05 there is the filament broken

They are! These lamps aren't really too old and I'm pretty sure they make small PL bulbs like this today.
