We used PVA glue and finishing putty for walls and ceilings. You can use any glue for wood and paper. Good luck.

You can use any wood glue that doesn't dry very quickly.

Yes, this is basically what is used as the noise barrier. However, there is just one more extra step you would need to take, so that the egg crates block out all noise. You would want to pick up some of those cans of the spray foam and spray just a small amount in each of the crate egg holders. Be sure to spray it in each of those egg trays before you glue it to the wall. This will basically eliminate almost 100% of background.
You only use a very a small amount in each of those egg trays that stuck out from the wall or you won't be able to apply them to the walls correctly lined up as. That spray foam sprays out pretty quickly too so be careful.
