The Russian military has become one of the most advanced in terms of tactics against a peer combatant. I believe the Iranians and North Koreans sent some drones and missiles to Russia so they could be "battlefield tested" by the Russians.

Therefore it definitely was an ATACMS missile, but as russia initially stated. It was simply debris from it being shot down, the subminition being expelled and landing on the beach. No SAM Missile will have submunitions.
