For mosquito bites at least, heating the area to a certain temp kills the enzyme that causes the itching. You can also use a hot spoon, a hair dryer, or a hot shower. Does it work on other bug bites? No idea, but for mosquito bites there is some truth to it.
I just watched an episode of Bondi Rescue where they used hot water to calm a jellyfish sting so it is definitely a thing that works in some situations, never heard of heat for bug bites before though.

We have one of those things at home, and it works fairly well actually. Reduces the itching like 80% I would say
