Have they also been dominating the Champions and Europa leagues the past 10 or 15 years? Sure some aspects of PL teams might be optimised better compared to lower league teams, maybe their ability to transition and handle transitions, PnP, the defence, or Championship teams might get a bit dizzy, might set up too defensively or (if you look at lineups) rest key players, but apart from conceding silly goals I don't think as in anything else it's that back or white, as say perhaps believing PL teams have been dominant in Europe for the past 10 or 15 years. For example, Luton and Swansea had the majority of possession away from home, and probably played some decent football (couldn't watch the Swansea game, so that part is some conjecture based on having watched other Swansea games), even outplaying their opponents in significant phases. Thing is in Europe teams can deal with the facets of play in which PL teams have an advantage over Championship teams.
