Wow... This theme is actually kinda beautiful. This is what made games like Resident Evil so likeable (to me at least). It wasn't always just horror, or just dark and gorey the whole way through. The old games also had nice, calm music and some funny moments. Something newer games can't seem to get right.
PERSONALITY is displayed with many colors, flavors, tones, and angles. The first several games of the series had a TON of personality, the music was a big part of that it seems
Its was so new and refreshing to hear actually decent quality music in a game at that time. The PS1 had a great sound chip and developers at the time made full use of it. Now we have even better tech, but devs don't seem to put much effort into the sound these days for some reason.

We both loved the N64 and its games, but even today I still remember when I first popped in that poorly pirated copy of SotN he had. I continued his save file, which started me at Outer Wall. The music in that area was already cool, but everything changed when I stumbled into the clock tower. The moment Tragic Prince started playing, I was just blown away. The N64 had great games with great music, but the PS1 was just on a completely different level when it came to sound quality.

Funny enough, I ended up rediscovering this theme again after Nexpo used it in his Petscop video, though it was a fanmade version of this song and not the original one here lol

It plays at many moments. If I remember correctly it plays at interactions between Chris and Jill. I think it plays in one of the rooms of the laboratory, where the moment you get out the alarm goes off and you have to escape.
Pretty sure it plays when you rescue Jill or Chis from the jail cell in the lab/chimera area by collecting all of the MO disks... can't remember if it was included in the REmake
