Medic and Sniper were pretty weak, but Scout is kind of just designed to be a glass cannon. Heavy was a bit underlevelled (he sould have been able to survive Asteroid Rain), and so were Engi and Demo.
Scout, Soldier, and Miss Pauling were at normal levels, but Spy was actually overlevelled.
