If recent events are telling, sharing of state of the art technology might become more linked to political reliability. Not everybody is producing microchips of course, but it might under certain circumstances extend to production technology. This would make being "non-aligned" considerable less tempting. While "alignment" seems to measure in this context the political distance from the West, as it is questionable, if there really is an integrated "second block" arising.
