It's misconveyed unfortunately. What they meant is if you have a PS3 (or maybe PS4 - i can't recall which one) you can use the remote play feature to stream the games from them to your vita. But there was never any pes hard or digital media released specifically for the vita like it was for psp. I confronted sony's support about this very same issue and that's what they told me.
