If I can try to answer you, first you will find choppers flying after 6 Pm but not so much. this is because most of the choppers we have especially in Kenya fly under visual rules. meaning they fly by what they are seeing in their surrounding and obviously after 6Pm Lighting starts to diminish making it hard to do so. By regulations you can't fly under visual rules after aviation sunset so that means you will be aiming to have already landed before sunset.. the other thing is the clientele that they fly. most of the ones using the choppers will be at their destination by that time. since most of the choppers and I dare to say all that we have in Kenya do not conduct scheduled flights, so the flight is controlled by the owner of the chopper of the one who chartered the aircraft who will mostly prefer to have arrived to his destination before dark.
Navigational Sunset is normally 30 min after dawn while Navigating Sunset is normally 30 min before dusk, simply eliminating the exposure to darkness for crew on Visual Flight Rules (VFR) flights. Therefore, the reason most flights might not be conducted after 6 is also because some of these helicopters are owned by private pilots who do not have Instrument Rating meaning although they can fly the aircraft competently during natural light hours, the law prohibits them from night time flying unless they get certified for Instruments Rating which allows them to fly in low visibility/night time flying under which the only point of reference in flight is by following the instruments for all flight parameters without the Visual reference as it is required VFR flights. IFR is not mandatory for Private Pilot Licence holders since the nature of their flying does not require night time flying or reduced visibility sorties. The cost of IFR is too high, almost similar to that of the PPL hence the reason why most helicoper owners prefer VFR conditions. However, it is possible to fly a helicopter at night but only under Instruments Flight Rules (IFR), similarly to how a Dreamliner flies from Nairobi to Europe or a CS300 from Zanzibar to Chato under the cover of darkness at night. IFR, therefore, enables you as a pilot to fly without ground visual reference unless you are coming in for landing, but you can literally fly through the clouds at night in the middle of the Atlantic safely.
