Bill of lading is essentially a transport document but it serves many other purposes in international commerce. It serves three distinct functions
1. It is a document of title. This is the most significant function of bill of lading. The lawful holder of original bill of lading can take delivery of goods at stipulated port or destination.
2. It is receipt given by shipping company for cargo received by it.
3. It evidences the contract of affreightment between shipping company and shipper.
When goods are carried by a carrier the contract of affreightment mentions the terms and conditions of such carriage. In particular sense it mentions the responsibility of ship owner in providing space,receiving,loading,carrying and unloading cargo. If the goods are lost or damaged when they are in the custody of carrier it provides for the circumstances in which the carrier can be held liable for such loss or damage. If the carrier is held liable for such loss or damage it provides for the amount of claim that carrier has to pay to the cargo owner. Bill of lading has printed terms and conditions of contract of affreightment on it. But it does not constitute a contract but is the most important evidence of a contract.
Bill of lading is a receipt that can be used to file claim against shipping company for non delivery, short delivery or defective delivery of goods.

Bill of entry is a legal document filed by the importer or CHA ie custom house agent on behalf of importer on or before the arrival of imported goods. This is then submitted to the custom authorities as part of custom clearance procedure. After that importer can claim ITC on the goods
The bill of entry can be filed by
Any firm which imports goods from other countries
Any firm which purchases goods from SEZ and makes the sales within India
Once the bill of entry is filed custom authorities examine the goods. The importer pays the basic custom duty, IGST, GST Compensation cess. It is to be remembered that input tax credit can be claimed on the igst and gst compensation cess and not on the basic custom duty.

Shipping bill
The goods can be placed board the carrier only when permission is obtained from the custom authorities. The permission is accorded on a document prescribed by the custom authorities. When the cargo is sent by sea or air it is called shipping bill and when goods are sent by rail or road this document is called application for exports.
Shipping bills can be of 4 types
Free shipping bill- it is printed on a white paper. It is used for the exports which neither attract export duty or cess nor entitled to duty drawback
2. Dutiable shipping bill- it is printed on a yellow paper. It is used for the exports which are subject to export duty or cess.
3. Drawback shipping bill is printed on a green paper. It is used for the exports which are entitled to duty drawback
4. Shipping bill for shipment ex bond is printed on yellow paper for importing goods for reexport kept in custom bounded warehouses
