It's not a flip-flop. The BMA city-level government wanted the change. The national-level CCSA over-ruled them. That's going to happen, unfortunately. Thailand has a unitary, top-down government where provincial governors (and the BKK governor) are middle managers. That is distinctly different from the US form of government where each state has sovereignty. I understand the BKK government at wanting to crack the door open some. A lot of people in BKK are hurting and need to get back to work. I understand the CCSA, too. Out of the 5,543 cases reported yesterday, 1,359 were in Bangkok. Excluding prison cases and construction sites, most of those are in the densely-packed slums. And those people from the slums go to work in the massage parlors, nail salons, and so on. Trouble is if somebody catches something in one of those places, there's a really good chance they may travel to other provinces on holiday or to visit family...and start outbreaks elsewhere in Thailand. Since the government decided to put all their eggs in the jab basket rather than natural herd "i", we're just going to have to wait until the majority of people get the jab and get herd "i" that way. In the meantime, as long as the case numbers in BKK are as high as they are, Grung Thep Mahanakhonians are just going to have to be patient.

The situation is fluid. Malaysia is going into a lockdown so it's going to be a slow recovery this year.
