why does he get lvl 2 after 1 wave, but sometimes you need to wait for second wave?

Normally in 1v1 situation, 1st wave clear is 100% lvl 2, as long your enemy doesn't denied a creep, but most of time 1st wave priority is to get the ranged creep (highest xp)

One of the things to take advantage of as a midlaner, 1st wave, deny a creep, will lead to a window of playing 1 skill vs 2 skills on midlane. The same concept to a consistent denie so that you get ur lvl6 first before your enemy midlaner.
