Why are the lights sometimes blue and then amber? What does the amber indicate? I thought this was reserved for construction vehicles?

Yellow are designed for use "on scene". It's to try and prevent other drivers from being distracted by blue lights.

Amber lights are for numerous utility vehicles, and also airside vehicles, not just construction.
