In the last line, we now have the word ‘dare’ instead of ‘could’. So, the speaker earlier questioned the ability of the creator to create the tiger, but now he wonders about the courage it takes to do that. The poet wonders whether God, who created so much good, could also have created a creature of such deadly power as a tiger.
