He was going to restart the Black Panthers in a big way, with the support of gang leaders all over the country. They tried to use him to create and fuel the East-West divide and conquer strategy, but he would have united all factions and turn us-vs- each other into us-vs-them. That's why he was killed, no matter what that lying detective says.
