I believe is just some kind of mistake in the script. If you read the original story there's no "top" one, both of them start and conducting things, but it got lost in the adaptation. It actually bothers everyone the has read the book and we (the brasilians fans) have been complaining about it for a long time. It's a good thing they gave us at least 2 scenes in this season with Luiza over Valen... more to come i hope 😅
