Simple .. In a cognizable case police has power to arrest the person without warrant and without order from magistrate .and police can stert the investigation without permission from magistrate ( Heinous offence) But in Non cognizable offence police need a warrant to arrest the person .. without permission of the magistrate police can't stert investigation ( this are some minor offences )
