The second story: They're not family. They're abusers. I grew up in a toxic family. After experiencing similar instances, like in this story, I was expected to be the bigger person, let it be water under the bridge or sweep it under the rug. I mean, I would get bullied often to the point of tears then when I finally lashed out, I was the one accused of overreacting, who didn't know how to take a joke, to understand that everyone was just pulling my leg, breaking my shoes, kidding around and I needed to be less sensitive, needed to lighten up, etc. As far as I'm concerned what OP is going through is far worse. She needs to do everything she can to get out on her own, be totally independent and write every single one of her toxic family members off indefinitely.
The first story: Absolutely NOT the jerk. You don't move into an HOA or a private neighborhood with families, who own pets, expecting there to be peace and quiet. You want to live in total silence? Move to the country.
Nope, properly sociamised dog have a lot of other way to talk than bark. And would only bark for high emotion (high play time and hard anger). And those emotion can be trained so they can manage their émotion. (For example : play with kid, you do not want your dog to also lose controle of their teeth, because yes my dog play with my nefew with his teeth) So no, trained and socialised dog really do not bark often. Mine do a lot of other noise. But he bark once every one or two month
The sister story feels like arrested development, or regression. It's something I experienced after years of essentially being in the same place with no milestones achieved, as in, same job for five years, same apartment, no romantic relationships, no advancement and I just found myself mentally regressing to that of a teenager because I had no incentive to be mature. I think it's a phenomenon that's already becoming somewhat common, but in the next couple of decades it'll become extremely common to happen. There was a documentary about it being a phenomenon in Japan where 40-year-old working professionals will lose their jobs, move in with family, and then basically act like teenagers.
Story 1: Honestly, it’s one thing if the dogs were barking nonstop those neighbors would have a point. But that wasn’t the case with OP. Those nasty neighbors should bug off. It’s a suburb, not a cemetery.

This neighbour is a bully. I think those neighbours may not like dogs because like dogs no one should have dog. Those neighbours just want like complan about a parks have confused have hight fence around the do they hate kids or anyone have fun?

Yes the neighbors are in the wrong but I don’t see the need to keep bringing up that they were of a different culture and a like after the first time of thinking it’s a different social culture tbh
Speaking of which I’m going back to Florida in February for my little brother’s baseball game and I’m going to Universal Studios Orlando but I’m seriously terrified of getting on the rollercoasters and I’ll get on Transformers The Ride 3-D, The Amazing Adventures Of Spider-Man 3-D
