hi,i guess, if a sensor voltage of 3.2 volts is present at the analog read input your reference voltage should be at least 3.2 volts as well to cover the whole range in the close proximity range.
Yes but the sensor output response might not exactly follow the data sheet so you should measure the output for your particular application so you can calibrate the the distance and voltage so you know what external voltage to use. You also might want to just get as close to that voltage using standard resistor values instead of having to use non standard values.
