I would say the reason why this song is so soothing is because it is trying to give off the vibe that Bumby is this nice doctor trying to help you and he is your "friend" when really he is the monsters that is the cause for everything that has happened to you.

I think Bumby would have been a more interesting villain if they kept the scrapped Nurse Witless death subplot and he helped Alice escape from the police and cover it up. Say something like, "It's alright, Alice. You didn't mean to. You're just not well. I'll give them an alibi down at the station. There there, let's... forget this ever happened, shall we?" It would have made the revelation about him more impactful when the seemingly friendly, helpful, well-meaning psychiatrist turns out to be a ruthless, sociopathic sexual predator that murdered Alice's family and destroyed her life. It also would help by adding emotional weight to Alice's choice to overlook the huge red flags around Bumby.
This song, combined with the fact that Bumby rapes children, erase their memories and personallity and makes them mindless slaves makes this song the saddest of the game.

Somehow I wished it would be more... lets say "obvious" in the beginning, how much of a monster this man was. I mean, I didn't realize what he was up until late in the game.
To be fair, there are a lot of things that speak up for it, but you only come to notice them after you rid the world of the Dollmaker. I remember there were memories to be found that I actually found very comforting as a set of thoughts directed towards a psychopatic girl, but after you find out the truth, you can see that there's some terrible truth beneath each of these memoirs. Example: one of the memories in The Dollhouse tell that children are meant to be told about their purposes and destinity (memory by Bumby). At first glance I thought it refered to showing a young mind around, to be a just guidance that helps you discover the world. But after the epilogue I realized it was actually a reference to Bumby's thought of rendering children into sexual subjects.
That would have been obvious and it would never worked, at simple view, Bumby is just a therapyst who make people forget their most hard moments but at the end you see that's not the case. At the end, you realize that Bumby was a abuser who rapes childrens and the true porpuse of making this childrens to forget is to sold them as mindless sexual puppets.

Unfortunately, given this game's nightmarish development cycle, there was no way they were gonna be able to implement that in time or in a decent way.
