- A power outage occurred at the apartment some time early afternoon which caused the generator to kick in. Since the generator is old it apparently only could power half of the building so only the kitchen and bathroom electricity was working while the bedroom wasn't working at all and the living room had very little power. The maintenance room started smoking and smelling like burning plastic which caused the fire alarm to go off so the maintenance man had to reset it. When the generator started up again the fire alarms went off again but the low power caused the fire alarms to make noise more rapidly and eventually went to a strange soft clicking noise until it went off completely. The fire alarms led to the fire department coming over to deal with the "fire" the alarms reported.

The generator might have been trying to start, but couldn’t under the load of all the ac units so it may have shut itself off to prevent damage to appliances OR the generators collector rings. Could be.
Generators are extremely expensive so the building likely had one generator bought when the building was first built and that was it. Likely cannot cope with modern electrical demands and if people were all running A/C at once. Backup generators draw a lot of amperage power on kick-on so if it was purposely trying to kick on repeatedly it would have been frying the wire insulation which is what the burning plastic smell was. Fire alarms operate on a low voltage circuit and smaller grade wiring so those would have been the first to burn up.

The elevator was probably in fire service so it didn't accept the call.
The elevator had a system where when the power is out it goes out of service and hose to the first floor.

The thing with the fire alarm loosing power and acting weird towards the end of the video is definitely a sign that the backup battery from the system's panel is not doing the job of effectively with providing backup power for the alarm system which seems unsafe for if an actual fire ever happens during a power outage.
Actually it has to do with the fluctuating voltages. The battery backup for the systems panel is meant only to provide power in low or no voltage situations. It is not a clean power source (clean power meaning it can suppress voltage sags and spikes) that makes it completely useless in a situation like this where the generator isn't supplying consistent voltage. The backup battery simply can't cope with fluctuating voltages therefore the dirty (fluctuating) AC power will make them malfunction.

Cause voltage could barely power the alarms. It was trying to go off but because of the low power it kept repowering up and down. So they couldnt do the correct Horn/Strobe
Not really a power outage, but rather a brownout or power sag. This happens when you lose a leg of a 3 phase system, lose a neutral, or if already in a power outage a generator not supplying adequate voltage. In which case incandescents will work, but only dimly, and the AC panels will light up but be virtually useless. Flourescents and large LEDs will not light because they both require 120v coming in, and any heavy duty motor (compressors, heaters, large 3 phase ventilation fans) wont work at all. Small fans may work, but if they do it'd be only at a very low speed, and you're right about the fire alarms they will sound with low voltage, normal voltage, and no voltage due to backup power supply but they cant cope with fluctuating voltage.

The alarms appear to be being powered with AC power, which causes them to chirp like that.
AC alarms will sometimes chirp when transitioning to battery because often the battery voltage will drop when the battery suddenly gets loaded by the detector circuitry

The fire alarm likely went off from the burning plastic smell, which seems to have an old backup battery. The horns were obviously severely underpowered near the end. The minimum rating for a fire alarm system backup battery is 24 hours in standby followed by 5 minutes in alarm. I’m betting the backup battery has long passed it’s 4 year lifespan too.

When the fire alarms went off reminded me of my power outage story
It happened a month ago. We were learning about geometry. Well, the power goes out. We thought it would last for 39 second IT LASTED FOR AN HPUR! Then like 5 minutes into it, our clocks our battery backup. Well the backup failed and so did our WiFi. Then at lunch I heard the panel beeping to the fire alarm (it didn’t go off though)

The fire alarm panel has backup batteries that *should* be able to supply full power to the entire fire alarm system for 24 hours if total power is loss. Here it sounds like the panels batteries were dying or the NAC (basically a battery cabinet for the alarms on say each floor) on your floor was dying.

The NAC is not a battery cabinet. You're referring to a NAC extender. The NAC, Notification Appliance Circuit, is a circuit that is a part of the main control panel. It's what the alarms plug into. A NAC extender is a battery cabinet that is located on each floor to supply power to alarms that the panel does have the capability to power.

When the generator was running and the utility power was out, you probably only had 110v coming into the stuff in the building. I wonder what was powering the elevator buttons and the indicators though.

At my house on the 6th our power went out and our smoke alarms chirped and I'm afraid and triggered of loud noises and power outages at the same time and storms I also feel like my family isn't supporting me instead I feel like I'm being made fun of and it depresses me. Some appliances have capacitors for the low voltage DC control panels, so the panels can work for some time after a power outage but relays have no AC power to switch, so in this case the air conditioner doesn’t actually do anything.

Here's my theory, not saying your wrong, i was not there so i'm just gonna guess. Are you sure the power outage wasn't cause due to a issue in the maintenance room? Could something have tripped causing the power to go out, but then the generator kicked in and made problems worse?
The power was out in the general area for a few hours. The electric company called with their typical outage robocall message.

What kind of apartment building has its own generator? I've never had such a luxury, and lived in buildings that looked a lot nicer. If there was a generator of limited capacity, I'd think it would power the standpipe & sprinkler pumps, and maybe the fire panel and emergency lighting. I saw an emergency light box that should have had a large battery inside, the size of a car battery. But the lights weren't on. All the hand rails and old people make me think it might be some kind of care facility. But if that was the case, the fire department would be coming to evacuate people. Something ain't right...

You'll rarely see fire alarms connected to the electricity. They mostly run on a panel battery.
Fire alarm systems run off of the building electricity under normal conditions, in the case of a power outage, the control panel will run off of batteries in the panel.

My geuss is when the generator tried to start there was so much load that it quit trying to start and got really hot and either smoked or caught fire briefly causing the smell thus stting the fire alarm system off. When it comes to the fire alarms i think the batteries in the fire alarm control panel in the matinence room were either weak or bad thus causing the horns to act and sound weird.

The burning smell is probably burning wires due to the high amperage draw from everything trying to power on at the same time.
