The bolts are a thing in the story mode that you played that had the tutorials for the powers and you collect them to unlock the other powers in story mode

In story mode the gears help you unlock new powers. And after you unlock all the powers in story mode then you can upgrade them too.

I think the metal that you're picking up can help you with if you don't pick them up I think your powers will not work I think that why you want to pick them up
