These are all great films, or at least very good films, but I'm not sure I would define them all as "neo noir", even if they borrow some noir elements (for example I wouldn't call "Blazing Saddles" a musical, even though it has some short homages to musicals.)

Noir films are fundamentally about the problems of seeing and speaking truth; perceiving and conveying a sense of our culture and our own reality. Film Noir's roots come from a reaction to the death of God and places an emphasis on existentialism. Many theme in Neo noir films revolve around nihilism and existentialism. No Country for Old Men while it is and Neo Western, it is also neo noir.
