nightmarrionne is already bad at 20 so i think he should be ten because at 20 you basically get to 2.5 seconds to move your mouse off however those seconds are in 2x speed

The level only increases the probability of movement 20 maxes out at 100% while 10 is 50% and 5 is 25%
