Not at the start, the original team with the original five members (sometimes six or seven with either Mimic or Polaris & Havok on support) were constantly getting their monthly mag cancelled and then uncancelled with a new approach and creative team, and every time they got cancelled, that’s when you’d see team members or the whole team guest starring in more popular books (same with Magneto and the Brotherhood, that’s why he and the Brotherhood of *_Eeeevil_* Mutants got turned into _babies_ in the pages of The Defenders). So when both these comics started out, neither were at first particularly popular and they would both need a few relaunch’s before they’d pick up steam (for X-Men their salvation came in the 70’s from Giant Sized X-Men #1 and the subsequent soft reboot by writers Len Wein and Chris Claremont, and artist Dave Cockrum and John Bryne, and more than ten years later Grant Morrison and artist Richard Case (with gorgeous covers by Brian Bollard) turned The Doom Patrol into DC’s premier team of disabled heroes constantly dealing with weird bull$#!T )!

But... Doom Patrol in itself is a take on the Fantastic Four. Robotman is very much Ben Grimm, Elastigirl and Negative Man are Mr. Fantastic and the Human Torch in appearance at least and Beast Boy... er... Well, we'll always have Menton.

Only four minutes in but wanted to add (maybe it's in here) the Shi'ar Imperial Guard in Marvel with the Legion of Super Heroes in DC. Not only are the characters and their powers similar, but some of their costumes are also nearly identical.
And no mentioning that the Red Tornado was a female-to-male crossdresser at first? I mean aliens and androids are thirteen a dozen in comics, but female to male crossdressing superhero(in)es while being a fully "functioning" cis-woman, (as in ""had given birth to one of her sidekicks") since 1939, is something else.
Sentry is not a ripoff of Superman he is in fact a rip-off of another character published by Marvel called Miracleman who himself is a ripoff of Captain Marvel Shazam!
