Back around 2017, they decided to make changes to the routes after consulting with a professional French firm on city rail planning. The previous plans were made by local people with no prior experience. Things have to be re-planned and recalculated as it affects the projects and the budget and that pushed the project down the timeline. Next, is the ODA payments being dispersed according to each project and not a lump sum. The city had disagreements with the costs as billed by the contractors from Japan and took much time to sort out. Funding from Japan were withheld during bouts of negotiations and work is halted for months at a time. Acquiring lands and permits also takes much time. A rail line through a city with pre-existing above/underground structures (buildings, electrical lines, water line, drainage, sewage, etc). Also, big public projects anywhere very often take much longer (and much more costly) than the initial plan promoted on paper. So many things don't go as ideally planned. The California HSR project was approved in 2008 with state funding and construction being ongoing without any route yet ready for service and no realistic time frame as to when. It is now projected to cost $89-128B just for the first phase. Many questioned the delays and rising costs. Even private enterprise Apple Inc. with its new Apple Park Headquarter, initially planned in 2006 to be completed in 2010, was not ready until 2017 while still under construction. Initially budgeted the project for under $3B, but it costs Apple $5B.
Japanese firms get shortchanged in these corrupt countries. Often they lose out on contracts despite being the best value proposition because they don't pay kickbacks to local authorities 🤦♂️. Also when you make things cheaper there's less room for corrupt officials to steal.
Don't stop now Vietnam! Keep making more railways! Here in the Philippines, we're busy extending our Light Rail Transit to reach the very edges and into the provinces(Many are already done and you can take the LRT for hours if you want to and reach outside of the Capital) and are even busy building a Subway network with an Airport Express and a Long Haul North and South of Luzon. Keep building Vietnam! ASEAN will rise together!

@@Siopaoko The traffic in Bangkok today, without the MRT and BTS, would be at a complete standstill. When I was 13 (47 years ago), it used to take me 90 minutes to travel from Hua Lamphong to Ekkamai. Today, the same route takes just 20 minutes.
