In countries that we tend to benchmark ourselves to, people pay taxes and in return get services such as government agencies like meteorology, police, specialists in disaster rescue etc etc to automatically prevent or turn up to deal with such disasters with no fuss, no need to wait for an order from anybody and are just a phone call away. In Uganda where we have a whole ministry for disaster preparedness, a disaster happens prime minister, ministers, mps, etc etc all rush to offer government support to the victims and tell them they are part of the problem and the solutions. In these times should it not be that what is it is more important is the victims are attached to their ancestral land rather than just a matter of land ownership and rather the government should do all it can to make the area safer for the habitats albeit natural disasters instead of simply relocating them away from their ancestral lands?
