Go to castle on the sea
Talk to the elite hunter
If an elite is on the server he will give you a quest and say where the elite is
Go to that island
Defeat the elite
And they have a chance to drop you the bandanna
Bandanna has different colors and they all give the same buffs
And elites spawn every 10 minutes and elites use some awakened fruits like rumble magma and dark
Current elites in the game are
-Urban
-Diablo
-Deandre
Edit:And also elites spawn in random places on islands like port town floating turtle hydra island(looking for an elite in hydra is a nightmare) and great tree
Also elites spawn with the awakened fruits randomly so Diablo sometimes can use dark and sometimes rumble or magma

Edit2:You need to be level 1500 defeat don Swan do the bartilo
quest and defeat rip indra by talking to king red head in colosseum to get into third sea so yeah thats kinda complicated

U need to kill a few elite pirates (it's not guaranteed to get that and you need to be lv 1500+,its on castle on the sea and it's in the middle of every island and talk to elite hunter)

Idk if they removed it but if u have for example 2 npc's split up in a row and u aim in back of them while holding dough x on the ground u can let 2 of those dough spikes go up at the same time.

idk about yall but the desert island would be so much better if we had a crocodile boss, and he could drop his hook as a weapon and his cloak as an accesorie? Maybe make equipping them have some sand fruit specific benefits? Maybe if you equip his cape or hook then if you use the sand fruit your m1's will have damage over time for that moisture drain thing? it'd make the desert island less of a snore fest
Changing the max lvl also to like 2575 or 2600 or 2560 now
