Ok so in the video,Don,t bother Vincent,s aka Glitchtraps explanation,follow this explanation instead:
Vincent is the eldest son of Oliver Afton and older brother of William.He thought that he was weak because he was staying with"weak people" ,so when he was 18,he ran away to become "Stronger". He unfortunately got kidnapped by some people who wanted someone to test their invention.The invention was a suit that can teleport anyone,anywhere by travelling through screens and magnetic signals present in things that include electricity.When he was forced to put on the suit,he teleported away from the kidnappers. He teleported in the screen of UCN and found William and thus helped him escape.Vincent names the suit glitchtrap,he could also hypnotize anyone and then found Vanny.

9:19 I really feel bad for William… I know he did such awful things that will never be forgotten and all the trauma he caused but has no one thought o how he feels now..? He suffered 30 years in brutal pain rotting in a bunny suit and 2 or 3 fires he suffered. He never saw his family and has to deal with all that pain knowing that most people hate him…

What happened was that who ever is a victim of William, Will be trapped . The more the victim struggles,the faster it will fade away.If the victim dies,He or she will be sent to a place of torture and only William can bring them back.
Actually radiation and toxicity go together very well, but the toxicity has to be unstable just like fresh radiation. Though if the radiation is met with a radiation the same as it but the different part has too be the negative and positive neutrons are swamped to become a stable. Then, toxicity needs to be stable.
