The real problem was that they did NOT have a buyback system, or tariff on the bottles, so people just through them away into unprocessed trash. In other states, where they had severe refunds on bottles and cans, this worked fairly well. The threshold seems to be at about 1/2-to-2dollars per bottle, depending on the product. Otherwise the cost of gasoline to take them back for recycling outweighs the refund cost. This also applies to the trash recycling companies, who have to pay extra for sorting their trash collections.
It takes dedication from all links in the chain to make it work, for sure. And time. I'm from Denmark, our system has been evolving over 45-50 years and works pretty well. It's also been adapted to work with plastic bottles, well at least some types.
