The date for Easter also was determined by emperor Constantine at the Fist Council of Nicea 325. Eusebius, records him as saying, "It appeared an unworthy thing that in the celebration of this Most holy feast (the resurrection) we should follow the practice of the Jews, (Leviticus 23:5) who have impiously defiled their hands with enormous sin, and are deservedly afflicted with blindness of soul... Let us then have NOTHING in common with the detestable Jewish crowd, for we have received from our savior a different way.." It was therefore determined that Easter would be observed on the first Sunday, after the first full moon after the equinox, instead of the 14th of Nisan on the Jewish Calendar, (regardless of what day that is on our calendar.)

If you look at verse 3, you'll see that Peter was arrested during the days of unleavened bread - in other words, during the seven days after Passover. So how could Herod intend to release him after a feast that had already passed?

the passover is in the first month of the year, not in March

It depends on the lunisolar calendar the Jews use. The new moon told them when the new year will start. The month of Nisan is the Passover month usually begins in march or April.
