I think I know why. Maybe they purposely put in lower levels if your in GM 5 or whatever otherwise it would be MUCH to hard to win if everyone else was a level 17, ect.

Because remember when your at GM 5 you’ll be taking like 25% MORE damage and your opponents will also have 25% more health, so they have to put a lot of lower level players.
