Villa Consuelo is together with Villa Juana and Villa Francisca one of the three neighborhoods that emerged after the passage of the San Zenón cyclone that destroyed the city of Santo Domingo in 1931. Today it has become an emblematic sector of the capital dedicated mostly to commerce.
The lands where the Villa Consuelo neighborhood was built after the passage of the San Zenón cyclone in 1931 were later owned by Juan Bautista Vicini Perdomo Cánepa (1847-1900) where they were dedicated to the cultivation of sugar cane and the sugar mills were located " Angelina ”and“ Italia ”.
"Consuelo" is the toponym that alludes to Ana Dilia Consuelo de Marchena Damirón better known as "Consuelo Vicini", wife of Juan Bautista Vicini Perdomo (Gio Batta) who were the original owners of these lands and who would later pass into the hands of Juan Bautista Vicini Perdomo.
The neighborhood was built as a continuation of the Villa Francisca neighborhood destined for a predominantly working-class population during the beginning of the dictatorship of Rafael Leónidas Trujillo Molina.
