Are economic laws like biological laws? Or physics? The laws are not theories, right?

What do the economic 'laws' being relevant depend on? People acting in means to attain ends?

In science, a theory is an explanation for a hypothesis (what we call a theory in everyday use) which is verified through experiments.
A theory becomes a law when it is verified repeatedly through experiments. Laws are, essentially, theories that work everytime.
