No "Dad's Army", though I think I might have watched a snippet on RUclips at some point. At the risk of over-thinking this, my first impression was that the face and hat were painted on a flat metal plate, so two- rather than three-dimensional, which gave it a graphic quality. The Flying Circus intros make use of what I would say are Victorian-era graphics and, even though the soldier dates from the Napoleonic Wars, it seems to me it has a quality that would not be out of place in a Flying Circus intro. I think that's as close as I can come to why it reminded me of Monty Python.
