This is a headcanon for this short: When Puss earns Kitty's trust more and more, she'll initiate more physical contact with him and while he says he doesn't deserve the affection, Kitty is gonna convince him that he does deserve it. So while Puss dislikes physical contact from others, he will gladly let Kitty to give him whatever physical affection she will give. Perrito is a slight exception since he's his friends and Perrito understands why he's like that so he gives Puss some space once in a while.
