I think RUclips does this automatically. I've seen a video from 2013 with this feature. It appears to shows up if you put a timestamp list in the description, along with a description after it.
Maybe its even unintentional, he always puts the Song List in the description and RUclips sees that and puts it on automatically. I have been watching his videos for a long time, I would go as far as to say that this IS in fact the weirdest of his videos, simply because this is the only one that has not either outright made me laugh, or I couldn't at least find a definable narrative or direct point to the video (some have a plot to the video). This one is entirely random and is constantly bouncing to different points.

Written Plot: The title could be interpreted in two ways. Either, a heavy has fallen asleep, and we, the viewers, enter his subconscious or the dream sequence you’re about to witness is so incredibly dense that mortals such as us could not comprehend it. Now, on with the story. As the black fades away, a large desert is seen, with various large Engineer heads dotting the landscape, and a bus stop. The Janitorial Sniper is then introduced, appearing to sweep the sand, but this deed has no results as it merely results in the sand just being displaced. As he gets more irritated, his growls and sweeps get more forceful, until he hits Veteran Demoman in the right leg, who at first lets out a cry of pain, and then retaliates with a grunt of frustration and confusion. Janitorial Sniper, regretful of his actions, apologizes, and then tries to think of a way to redeem himself, his eyes looking frantically around as he thinks. Veteran Demoman gives a chuckle at this, and looks to his right, noticing a double-decker bus, worn down and appearing to have been modified using various scrap parts, including a basketball hoop, and a deer head trophy. After the bus landed at the stop, the bus's occupant then emerges. And would you look at that, it's our good old pal Eltorro64Rus, our favorite god of chaos, himself in the flesh! He spiraled and spasmed through the air while emitting a happy cry of various pitches, stopping on the bench where the Veteran Demoman is sitting, resting in what appears to be a driving position. The Veteran Demoman reaches for a gift to complete the look and then finds it, a steering wheel. Little does the Demo know, however, that as soon as he gives him said wheel, Eltorro lets out a “Ha”, shortly after the Veteran Demo hands him it, as the unknowing Demo has fallen into his trap. He then guns the benches nonexistent engine, and drives off, throwing the Veteran Demoman off, who releases a cry of “No!”, for he no longer has a place to sit after the injury the Janitorial Sniper gave to him. Eltorro then arrives on what could be Sunshine or Landfall, only to smack into the Medic with Poor Reaction Time/Fissh duo. At first, the Medic has an internal reaction of “Fawf”, only to then realize he has in fact, been crashed into with a bench, traveling at speeds far above any speed limit. He then flies backward due to the immense amount of force put on him, and then explodes for an indeterminate reason, letting out a cry of pain in his last seconds of life. We are then shown the Bowlerspy, who is reading the newspaper in his favorite rocking chair with his bird alongside him. Fissh’s severed body then flies at him, only to knock his bird off the chair due to his incredible dodging ability. Bowlerspy releases a sound of happiness then looks at Enghgeer, a renowned toolbox breeder attempting to handle a troublesome toolbox, but due to a recent head injury, his cranium was not only extremely misshapen, but he was also prone to act more violent and less than sensible, as exhibited when he punched the young toolbox off the table. Nonetheless, he turns to Bowlerspy in interest, who then tells him that he should “place a seankyou”. The Enghgeer then does something seemingly incredibly stupid and with a hearty wheeze, smacks his own hard hat with his wrench, which increases his cranium damage. His response to the Bowlerspy was not one of rage, but instead, he replies with “Thanks.” The Bowlerspy appreciates the gesture and then hits a button next to his chair, which the Enghgeer somehow built from his position, which is revealed to be a “seankyou”, a device capable of dimensional transport, which the Enghgeer was not aware of. Immediately before Bowlerspy departs, he says “On”, referring to the operational status of the machine. The Enghgeer is dumbfounded by the disappearance of his friend, only to then be attacked by the same toolbox that he mistreated seconds before, and he seemingly succeeds in removing it from his face, but the toolboxes mother then appears, and the Enghgeer’s fate is then sealed. Meanwhile, the Bowlerspy has been transported to a realm of strictly rock towers with miscellaneous items on top of them, and a giant Engineer head staring into the background. Spy is shocked at his current position, but then has a moment of realization. This realization is that the Seankyou can in fact cause a hallucination as a side effect of the journey. He reaches down and the world around him returns to a bizarre version of Egypt. He then finds he has grabbed a can, and looks at it in bliss, only to have it snatched by Heavy Cashier, while a YLW engineer merely watches. The Heavy Cashier then charges $161 for it, bringing the unknowing Red Soldier's total to $420. As the Heavy Cashier continues to slide items, the said Soldier attempts to pay for a free hat, but the Heavy Cashier is revealed to be none other than an advanced BLU spy, a spy who can not only change his disguise, but he can alter parts of his own body in conjunction with the disguise, resulting in a Heavy Cashier with a spy head. The Spy then says to himself that he has shosh, and then slides the soldier, which reveals in fact, that he is worth an infinite amount of money. The Soldier falls into a couch nearby, and lets out a cry of confusion. But this cry prompts a nearby Toilet Dispenser to give him a tablet, which the Soldier elegantly catches. “What’s that?”, the Soldier then asks, and the question is soon answered. The tablet the Soldier has been gifted is an advertising machine for RED: Shadow Maggots! RED: Shadow Maggots is one of the biggest mobile role-playing games of 2019 and it's totally free! Currently, almost 10 million users have joined RED over the last six months, and it's one of the most impressive games in its class with detailed models, environments and smooth 60 frames per second animations! I have been watching his videos for a long time, I would go as far as to say that this IS in fact the weirdest of his videos, simply because this is the only one that has not either outright made me laugh, or I couldn't at least find a definable narrative or direct point to the video (some have a plot to the video). This one is entirely random and is constantly bouncing to different points.

0:46 It really has gotten to the point where a normal face is more uncanny than the wacky and distorted ones. The Minecraft cave noise doesn't much help, either.
Written Plot:
The title could be interpreted in two ways. Either, a heavy has fallen asleep, and we, the viewers, enter his subconscious or the dream sequence you’re about to witness is so incredibly dense that mortals such as us could not comprehend it. Now, on with the story. As the black fades away, a large desert is seen, with various large Engineer heads dotting the landscape, and a bus stop. The Janitorial Sniper is then introduced, appearing to sweep the sand, but this deed has no results as it merely results in the sand just being displaced. As he gets more irritated, his growls and sweeps get more forceful, until he hits Veteran Demoman in the right leg, who at first lets out a cry of pain, and then retaliates with a grunt of frustration and confusion. Janitorial Sniper, regretful of his actions, apologizes, and then tries to think of a way to redeem himself, his eyes looking frantically around as he thinks.
Veteran Demoman gives a chuckle at this, and looks to his right, noticing a double-decker bus, worn down and appearing to have been modified using various scrap parts, including a basketball hoop, and a deer head trophy. After the bus landed at the stop, the bus's occupant then emerges. And would you look at that, it's our good old pal Eltorro64Rus, our favorite god of chaos, himself in the flesh! He spiraled and spasmed through the air while emitting a happy cry of various pitches, stopping on the bench where the Veteran Demoman is sitting, resting in what appears to be a driving position. The Veteran Demoman reaches for a gift to complete the look and then finds it, a steering wheel. Little does the Demo know, however, that as soon as he gives him said wheel, Eltorro lets out a “Ha”, shortly after the Veteran Demo hands him it, as the unknowing Demo has fallen into his trap. He then guns the benches nonexistent engine, and drives off, throwing the Veteran Demoman off, who releases a cry of “No!”, for he no longer has a place to sit after the injury the Janitorial Sniper gave to him.
Eltorro then arrives on what could be Sunshine or Landfall, only to smack into the Medic with Poor Reaction Time/Fissh duo. At first, the Medic has an internal reaction of “Fawf”, only to then realize he has in fact, been crashed into with a bench, traveling at speeds far above any speed limit. He then flies backward due to the immense amount of force put on him, and then explodes for an indeterminate reason, letting out a cry of pain in his last seconds of life. We are then shown the Bowlerspy, who is reading the newspaper in his favorite rocking chair with his bird alongside him. Fissh’s severed body then flies at him, only to knock his bird off the chair due to his incredible dodging ability. Bowlerspy releases a sound of happiness then looks at Enghgeer, a renowned toolbox breeder attempting to handle a troublesome toolbox, but due to a recent head injury, his cranium was not only extremely misshapen, but he was also prone to act more violent and less than sensible, as exhibited when he punched the young toolbox off the table.
Nonetheless, he turns to Bowlerspy in interest, who then tells him that he should “place a seankyou”. The Enghgeer then does something seemingly incredibly stupid and with a hearty wheeze, smacks his own hard hat with his wrench, which increases his cranium damage. His response to the Bowlerspy was not one of rage, but instead, he replies with “Thanks.” The Bowlerspy appreciates the gesture and then hits a button next to his chair, which the Enghgeer somehow built from his position, which is revealed to be a “seankyou”, a device capable of dimensional transport, which the Enghgeer was not aware of. Immediately before Bowlerspy departs, he says “On”, referring to the operational status of the machine. The Enghgeer is dumbfounded by the disappearance of his friend, only to then be attacked by the same toolbox that he mistreated seconds before, and he seemingly succeeds in removing it from his face, but the toolboxes mother then appears, and the Enghgeer’s fate is then sealed.
Meanwhile, the Bowlerspy has been transported to a realm of strictly rock towers with miscellaneous items on top of them, and a giant Engineer head staring into the background. Spy is shocked at his current position, but then has a moment of realization. This realization is that the Seankyou can in fact cause a hallucination as a side effect of the journey. He reaches down and the world around him returns to a bizarre version of Egypt. He then finds he has grabbed a can, and looks at it in bliss, only to have it snatched by Heavy Cashier, while a YLW engineer merely watches. The Heavy Cashier then charges $161 for it, bringing the unknowing Red Soldier's total to $420.
As the Heavy Cashier continues to slide items, the said Soldier attempts to pay for a free hat, but the Heavy Cashier is revealed to be none other than an advanced BLU spy, a spy who can not only change his disguise, but he can alter parts of his own body in conjunction with the disguise, resulting in a Heavy Cashier with a spy head. The Spy then says to himself that he has shosh, and then slides the soldier, which reveals in fact, that he is worth an infinite amount of money. The Soldier falls into a couch nearby, and lets out a cry of confusion.
But this cry prompts a nearby Toilet Dispenser to give him a tablet, which the Soldier elegantly catches. “What’s that?”, the Soldier then asks, and the question is soon answered.

The Soldier is easily impressed, replying with “That’s good!”, and then calls his friend Scout to also check out the game, only for it to be revealed that it was Heavy. Heavy then takes a smell from the air, which envelops his brain. His initial response to the odor is "Oh my god." As the camera zooms outward he then states that he believes it is a diaper, and then appears to die on the spot. As the screen cuts to Game Over, Heavy screams “Noooo!”, and flies at the camera, dislodging it in his frantic bid for life. The camera twists in its plummet to the ground, landing in front of a flock of doves, and their leader, a cockatoo for some reason. The cockatoo flies at the camera, and it is assumed that in fact, the cameraman has died.
