My one year baby due to hypoxia have brain cystic encephalomalacia he is not smiling and social Eye contact I start his treatment under pedia neuro physician still same condition

Hi Dr am from africa.my baby is 3yrs old who had signs of IS at his 6mo of age but misdiagnosed an infantile colic.he was treated as colic for one and half years.Then at 2yrs pediatric neurologist observed him amd diagnosed as IS...and he started prednisolone but the seizure persisted.then sodium valporate began....then pyridoxine....still seizure continued .At last he started clonazepam with combination of valporate....the seizure decreases but not fully.He is 3yrs old.he can't speak a single word and he is delayed in every aspect except physical growth.Doctor what shall i do?please help me
