Hi Lukenessmonster, I paint miniatures and decal lego figures and I’d love to share some tips. - Smaller scissors to help you more with cutting control. Exacto blades can help with those hard to reach areas. - Micro Set and Micro Sol (Decal softener) are a gift from the gods. Micro set you apply to the area you want to place the decal to help it set. Micro sol you apply 1 to 3 layers and it will help the decal soften out and really stick to the figure. -Varnish: this step can be tricky, I would try to get a clear coat. Maybe a satin or gloss for this trooper. - Makeup sponges are cheep and can really help get all the bubbles out without stressing the decal. I use a paint brush or rounded tweezers to push the decal into position. - I’ve made a decal station STL file I can send to you if you want. It will hold everything you need when you decal.
The paint came off on the que-tip during placement, try using the flat side of the flat side of the tweezers or what I use is a wet paint brush. That usually keeps the paint on while fixing the placement.

That was my first custom clone trooper. I used decal set for plastic models.
