Because we don't like them, want them nor need them. Oslo is a tiny city. Sky scrapers would make it worse. No thanks! Also claustrophobic. And in Norwegian culture and society, showing off wealth is considered bad taste, and social suicide. Just because we got oil doesn't mean we have to flaunt it and spend it on uneccesary buildings we don't need. You must be an American? By Norwegian standards these are already tall enough.
Easy. We have the best space in all of Europe and are only 5.4 million people. We don't need tall buildings that you can only see from airplanes. It is more important that it is nice where people walk and are and not several hundred meters up in the air. What is the meaning of tall buildings? It is simply just stupid - often a head of state that we see what he has decided - as in Quatar and Dubai. Who wants to walk around looking up at the sky when you're walking on the ground?
