This would be the case with most of the companies in the gulf especially UAE and Saudi given the fact that the rules allow the persons who are the real owners to hide their identities and allow people to act on their behalf which flies in the face of any just law or practice which is generally followed in other parts of the world. How was Dr Shetty allowed to leave the UAE without any legal action being taken against him inspite of committing such a huge crime ? Very surprising indeed . Fact is Dr Shetty was made a scapegoat for the crimes of powerful figures in the UAE. NMC was targeted and systematically looted by these individuals while EY the auditors looked the other way.Two unknown individuals without any background or financial experience acting as proxies suddenly become important figures in the company with an investment far beyond their own capacity. All these facts prove that the entire exercise was a meticulously planned fraud which was perpetrated and took place with the approval of the people in power. Dr Shetty is ironically just a helpless victim of this brazen royal heist unable to even clear his name. That the UAE is on the FATF list is revealing though not surprising - people doing business there should be careful.

He took over many failing, debt laden hospitals in India, like the Seven Hills Hospital in Mumbai, which was over 1,300 CR INR in debt. so that can also be a factor. there is also speculation that the Manghat brothers who joined NMC Group in 2003 disguised the true state of the finances in NMC after B.R. Shetty devoted more time to philanthropy at the time.
As to why he was allowed to leave, The UAE Higher court had not confiscated his passport and said "You cannot leave the country". So he left. Him not planning to come back is another matter altogether.
The important lesson is that, when you do make it big, you do it with a sense of integrity, and don't be overconfident.
