The perception many people have of the first season is that it’s meh, but it’s far from average. It’s problem, as the series progresses, the show gets better, making the first season seem inconsequential. But the first season does a great job of building the foundations that makes the later seasons soar. It’s worth watching, and I enjoyed it more during my second watch of the series. One of the treats of the first season is seeing, John, Finch, Carter, and Lionel’s relationships grow.
You need the first season of POI the same way you need the first season of Babylon 5: The "good stuff" to come doesn't have the impact and makes a lot less sense without the first-season "slog." (And really, the first season of POI is really only a slog /by comparison/ to the awesomeness that comes later, it's still solid television for the most part!)
I feel like "Ghosts" is mostly notable for the flashback bits, yes, but also for establishing the cornerstone of John and Harold's relationship for the upcoming mumble-mumble episodes: Continual boundary-pushing, mostly on John's part. Now that he has purpose again, he has energy, and thus enough give-a-damn to start wanting to do his job properly... and that spills over into wanting to know more about the guy behind the curtain. The actual "A-plot," yeah, it's kind of a hot mess... but weirdly I think that works in its favor. The show's overall mythology being the stronger element does a good job of attracting people who are into that sort of thing, and if some purely-procedural-show fans wander off... eh? So be it. The overall mythology IS the show.
Yeah, the perp's plot is pretty meh, although Evil Bank shenanigans is certainly on par with POI's calling out of institutions of power. Also, Ghosts sets the tone for what to actually expect from each episode, with the world-building flashbacks and John's cat-&-mouse games with Harold and Fusco. The pilot does a great job selling the premise, but somethings (Harold's bodyguards, the pin board) are never seen again and would be wildly out of character with the rest of the season.

honestly while s1 is definitely not the best season i think it's pretty good and like... i kind of like procedurals. i'm glad the show became something... larger and grew as it progressed, but my adhd does enjoy a certain plot ending when the episode ends so i feel a little sense of accomplishment gfhdsjk
i just feel its too much of a cop show and not enough Collosus:The Forbin Project. Which is what I want. I want a tv show that goes on for 10 years living under a Super AGI.
You are right, the flashbacks are the most important thing of ason one, if him and john bonding, him and carter and the bonding, the flashbacks really well epain wher finch comes from. And nathan, ... he is a character important yet only in flashbacks. And who elias is.

I am not even kidding, I've watched this series 10+ times all the way through, and I have NEVER noticed the memorial for Nathan. Wow.

I'd say it's well worth watching. Moving, often beautiful, often thrilling and hilarious.
