SEPTA's NovaBus Articulateds do this same thing when the doors open and close while the "caution bus is turning" announcement is playing - the exterior "welcome" announcement plays on the inside speakers. I'm sure it's related since this is also a NovaBus.
San Antonio's Nova Buses had this weird quirk where sometimes if the wheelchair ramp was lowered, the loudspeakers would randomly say "The Four Points Hotel!".
