    What if the fy is not 460 .how will I use the chart

      Rebar steel are usually in 2 grade . Grade 250 and Grade 460/500. So you can use the chart approximately equals to your strength. If your strength of steel is not close you can design a new chart from that or use the first principle method for the design.
