Because he's bonded to his owner. I have a Sun Conure, a similar type of bird, and she very obviously feels bonded to me, and also doesn't fly away when I walk outside with her on my shoulder. From what I understand, most pet Conures you buy at the pet stores are hand fed by human breeders, so they grow up thinking of humans like parents, especially if you feed and show care and affection to them. While they are not domesticated animals, because of how they are essentially raised by humans rather than other birds, they aren't really like wild birds either. It's really quite amazing how affectionate and adorable they are.
