Thanks for the good words 🙂 Your question is a classic example of how real life Project Management differs from 'Ideal World Project Management'. Ideally as a Project Manager, you should lay the ground rules at project kickoff and make the team aware about the Change Management Plan and the Change Management Processes that will be followed as part of the project. Every single change, no matter howsoever small, should go through the Change Management cycle.
